I know this is lame, but I don't really understand. In terms of Delta's career, why would it have been unwise to release an album without a manager? What are they exactly responsible for?

A lot. lol. Im not entirely sure but the way I see it, the manager controls the business side of things, e.g. Responsible for Deltas schedule - if Delta wants to do instores, the manager would contact the various Westfields and if she wanted to do a tour the manager would work with the venue, band, dancers etc. I believe the publicist is in control of PR - so when Delta is at an interview, the PR would talk to interviewer before hand and say what is acceptable and not acceptable points of conversation. Also when there is something about Delta in the news, eg. a rumour, the publicist would speak on behalf of Delta

I could be wrong, this is just my understanding

That's pretty much spot on. If it helps, a manager is basically the middle man between the record label, tour companies, etc. and the artist. A good manager is the difference between making or breaking careers, he/she is responsible for, as Brad has already stated, setting up appearances and more. A manager gets a 10 to 30 percent cut in all earnings. Also, there is a business manager who handles all financial transactions on behalf of the artist with the record label. And publicists are middle men between the artist and the media; they are usually employees of the labels' communications department in the US but from my understanding, are hired privately by people in Asia and Australia.
